Scammed and Lied To - Avas Flowers

My sister-in-law recently passed away. I got on the web site looking for a florist shop to send flowers. Avas Flowers website came up and I thought I was ordering locally because the city popped up. I ordered a dish garden with fresh flowers and a regular size sympathy card for $102.90.
I was supposed to receive a confirmation within a few minutes, but never did. However, I did receive a survey to fill out. The flowers were supposed to be delivered on 2/11/16.
After a couple of days, I called the family to see how the flowers were and found out the flowers never arrived. I called the funeral home and local flower shops to see if they were sitting somewhere. I called the company again and was told the flowers had been delivered.
I called again today, 2 Mar). I talked to (Ou?) and was told they didn’t get ordered.After experiencing how angry I was, she said they got ordered, but refused to give me the local flower shop because it was against regulation. I told her to forget the d—flowers, I wanted my money back.
I got an e-mail stating the money would be in my account within 7-10 days. I have lived all over the world and this is the worst experience I have ever had ordering flowers. I was so upset because I feel I was cheated out of paying my final respect by sending nice flowers for the family. I never saw these comments, but did see some where they had good ratings, where they probably posted themselves.
